Kim Bobo of Interfaith Worker Justice says undocumented immigrants are the most vulnerable, [to wage theft] because they're the least likely to speak up when an employer rips them off. Silvia Cubides, the housekeeper who complained of not being paid overtime, is undocumented. But she went ahead with a lawsuit against Niagara Cleaning Services, claiming $10,000 in back pay.
